Seeing the following error on CI

EnvironmentLocationNotFound: Not a conda environment: /opt/conda/envs/test

This points to this code block:

conda remove --yes --quiet -n test --all && \

chmod -R g=u /opt/conda

In particular the conda remove line 83 is relevant. Appears the environment here is non-existent and conda remove now errors when asked to remove a nonexistent environment ( conda/conda#14199 )

This only started recently as this behavior change occurred in Conda 24.9.0, which was released on conda-forge earlier today ( conda-forge/conda-feedstock#240 )

Previously this line was needed as conda create --download-only still created an empty environment, which we cleaned up. However it looks like Conda fixed this behavior at some point

Given this, we can just drop the conda remove line. Doing this in PR: #285
